Puyo Puyo Masters is a Japanese exclusive board game of Puyo Puyo that was made by SEGA and was released sometime in the 1990's. Very little is known about it, likely due to it being obscure, and seemingly forgotten.

Judging from the box art, we can assume that this would work in a similar way to the main Puyo Puyo games. You will likely need to try and make chains to drop garbage Puyos onto your opponents side of the board.
Aside from that, we don't know much else about the rules. We can assume that you would randomly pick up some coloured balls to work as your Puyos, but we don't know if this tried to be as close to the base Puyo Puyo game play as possible, or if they tried to change it in order to make it more fitting for a board game. This could mean that you will either pick up a specified amount of balls at the start of the game, and will have to beat a goal (for example, make a chain of 7 Puyos being popped), or you might pick up 1 or 2 balls each turn like a normal game of puyo puyo, trying to make your opponent hit the top of the board with the garbage puyos made from your combos.
